A Technical Working Group (TWG) of policy and research experts from government ministries and agencies, civil society, including universities, the private sector, NGOs, and CBOs  produced the report. With the assistance of the JASPEV Project Unit and a professional writer, the TWG members did this work on a voluntary basis in a ‘joined-up’ partnership as a contribution to national development.

JASPEV has produced two progress reports:

1.     The Annual Progress Report on National Social Policy Goals 2003, published in 2004.

2.     The National Progress Report on Social Policy Goals 2004-2006, published in 2008.

Starting from a baseline of 2001, these reports have used social, economic and environmental indicators, and in the second report case studies of good and poor practices, to track Jamaica’s progress towards a target date of 2015 for seven social policy goals: Governance, Social Integration, Education and Skills, the Environment, Health and Well Being, Secure and Sustainable Livelihoods and Human Security.

Informed public debate on social policy issues by providing a wide range of evidence from a variety of sources, including data from the community;

Action-oriented debate through measurement, analysis and recommendations;

Public input into the evaluation and formulation of policy through national stakeholder reviews of the draft reports and local forums to elicit feedback on how to reach the goals (two forum reports are on the database);

Greater government transparency by providing, in one place, data that might otherwise not be easily accessible;

Greater government accountability. Government responded to all the recommendations in the first report in a 2006 publication: Government’s Response to the Annual Progress Report on National Social Policy Goals 2003.
